lifecycle: draft · The inbound mirror of the Reference's ingress law (RK-22/24/27/28): an externality is by default not observed by the chain (the inbox is held out of observation by construction); through the ingest it becomes observably communicable as a specific persona's business — the persona, the context of intended effect, and the locked summary together making the cloaked item observable to exactly those use cases for which it is registered house business. The refusals carry their fences: the epidemiology whole (RK-4), the probabilistic apparatus AS MECHANISM (the notes register discarded probability for situational clarity; the contributed tracks ban RNG), any artificial-learning-systems claim (canon chx forbids it forever — a contributed plane is the only place such a frame could ever live), and the deferred theorems (the paper's rigorous foundation lives in a work the house does not hold — this body is a surface of a deeper body). THE OPERATOR'S SUSPICION ANSWERED: of a kind in four named places, and obtuse in exactly one decisive place — they take probability as the primitive and pursue exactness as an unreachable limit; the house takes exactness as the primitive and refuses probability outright. Two method findings proposed and not acted: the T1-C sub-type, and a public-body clause (the cloak's function changes when the body is already published by its authors — ring-0 naming becomes ordinary citation, and the invariant that matters is that the house never serves or republishes another party's body). A fence particular to this item: the authors are living, identifiable researchers; this ingress registers a reading of a text and initiates no contact — any approach is the operator's own act, outside this door. The four STATED MATTERS are house-side constraints every one: MODE (exact and deterministic here, probabilistic there — an incompatibility of mode, not a fault of the work); THE PROCESS LICENSE (no claims regarding physics or any empirical domain, so the epidemiological content is left where it stands, neither endorsed nor disputed); A STANDING PROHIBITION (canon forbids claims about artificial learning systems permanently — the work's own subject area); AN INCOMPLETENESS ON THE HOUSE'S SIDE (the theorems live in a volume the house does not hold; adopting results whose proofs it has not read would breach its own citation discipline). AND THE SEAM STANDS OPEN: a full right of reply, a consultative revert welcomed on the stated matters themselves, the way across the house's standing door (a statement of intent at /sx/matters); a contest would arrive as a fresh declaration adjudicated on its own terms — the refusal binds nothing beyond itself, sets no precedent against the work, forecloses no future reading. THE RECORD IS A STATEMENT, NOT AN APPROACH: no contact is made and none is implied; any approach to the authors is the operator's own act, outside this door. The design gained §9 (append-only, the seal untouched): the two forms of the negative branch (SILENT — the first transit, where the register's emptiness was the whole of it; STATED — this one), the refusal payload rule, the non-evaluation clause, the reply seam, the public-body clause exercised (ring-0 naming of an already-published work is ordinary citation; the house never serves or republishes another party's body), the summary's standing on a refusal, and T1-C kept as a standing proposal.
